An application for confirmation of education or eligibility for continuing education may be submitted by a person who:
- has obtained this certificate or other document in a country that has terminated, with the Republic of Poland, an international agreement on the mutual recognition of such certificates or other documents issued abroad; or
- has been affected by armed conflicts, natural disasters, or other humanitarian crises caused by nature or man
provided that the submission of an original or duplicate certificate or the authentication thereof faces obstacles that are difficult to overcome.
I. Documents required to settle the matter:
- Application for confirmation of education or eligibility for continuing education – for certificate owners – (Form No. 1) or
- Application for confirmation of education or eligibility for continuing education – for persons other than certificate owners – (form No. 2)
- If the certificate owner is a minor, the application shall be signed by the statutory representative (usually a parent) or legal guardian. The statutory representative may also submit a power of attorney for another adult to take all actions on the recognition of the minor’s certificate.
- The application shall be submitted to the chief education officer having jurisdiction over the applicant’s place of residence or, if the applicant has no residence in the territory of the Republic of Poland, to the chief education officer having jurisdiction over the seat of the institution where the applicant intends to submit the certificate.
- Original or duplicate certificate – for inspection, or,
- Documents(to be issued or confirmed by the school or educational institution that issued the certificate or by the educational authorities of the country on whose territory or in whose educational system the certificate was issued):
- a list of the grades obtained in the examination necessary for the graduation of a school or educational institution or completion of a particular stage;
- a list of subjects and classes completed at a particular stage and the grades obtained;
- information on the curriculum implemented, including:
- curriculum content,
- expected graduation date,
- grading policy,
- information about the acquired eligibility for continuing education at the appropriate level in the country in whose educational system the certificate was issued, including the right to apply for admission to higher education, and the extent thereof.
- Documents used to indirectly determine the level of education or eligibility for continuing education, including, in particular, documents certifying professional qualifications obtained or employment and apprenticeships or traineeships completed, or,
- The applicant’s statement regarding the education obtained, schools, educational institutions, or stages completed abroad or the eligibility for continuing education, or the applicant’s statement regarding the information referred to in item 4;
- Translation into Polish of the certificate and other documents drawn up in a foreign language, made or certified by:
- a person included by the Minister of Justice in the list of sworn translators, or,
- a person registered as a sworn translator in a Member State of the European Union, a Member State of the European Free Trade Agreement (EFTA) – a party to the Agreement on the European Economic Area or a Member State of the Organisation for Economic Cooperation and Development (OECD), or,
- a consul of the Republic of Poland competent for the country on whose territory or in whose educational system the certificate was issued; or,
- diplomatic representation accredited in the Republic of Poland or consular office of the country on whose territory or in whose educational system the certificate was issued.
If the translation of documents into Polish faces obstacles that are difficult to overcome, the chief education officer may agree to the applicant’s submission of a translation made by another entity whose credibility is beyond doubt.
- Authorisation (see appendices) – if the applicant is not the person to whom the certificate was issued;
- Photocopy of an identity document to confirm the personal data of the certificate owner;
- Document confirming the right of residence in the territory of the Republic of Poland (applies to persons who are not Polish citizens).

Applications with documentation can be submitted throughout the year.

1 month (2 months for complex matters).

- Regulation of the Minister of National Education of 25 March 2015 on proceedings for recognition of a certificate or other document or confirmation of education or eligibility for continuing education obtained in a foreign educational system (Dz.U. [Journal of Laws] of 2023, item 1885).
VII. Additional Information:
- Confirmation of education or eligibility for continuing education can only be carried out once.
- The decision on the matter is a confirmation of the primary education, lower secondary education, basic vocational education, basic trade education, secondary trade education, and secondary education obtained by the person abroad, or of the person’s eligibility for continuing education obtained abroad, including the right to apply for higher education.
- A person who has been granted refugee status or subsidiary protection, or who has a temporary residence permit granted for the purpose of reuniting with the family of a refugee or a person under subsidiary protection, may apply to the Mazowieckie Province Chief Education Officer for confirmation of education or eligibility for continuing education. - In the procedure for confirmation of education or eligibility for continuing education, the commission appointed by the chief education officer shall conduct an interview with the applicant to verify the level of their education, unless the fact that the level of education or eligibility for continuing education was obtained abroad can be confirmed directly or indirectly on the basis of the documents submitted by the applicant.
